That Council approves the award of Tender PW-14-2025, Water Tower Rehabilitation, to the lowest bidder being C3 Group in the amount of $678,642.72 plus HST; and
That Council approves $31,200.00 for engineering design and construction administration costs; and
That Council approves a 10% contingency allowance in the amount of $67,864.27, for a total project cost of $777,706.99 excluding HST.

Recommendation:

Discussion:
The tender was prepared and advertised in a local paper, on our website and social media pages. Fourteen (14) general contractors picked up tender documents and three (3) bids were received on the closing date of July 15, 2025, at 2:00 p.m. This tender is to rehabilitate the water tower on Water Tower Road.
Contractors and Tender Price (excluding HST):
C3 Group - $678,642.72
Landmark Municipal Services - $1,029,600.00
BGL Contractors Corp. - $1,266,387.00
Financial Implication:
The estimated construction budget for this project was $958,320.00, excluding HST, and has been included in the approved 2025 budget. C3 Group’s bid of $678,642.72 is approximately 41% below the budget estimate.
