That Council approves the award of Tender PW-13-2025, Grit Tank #2 Repairs, to the lowest bidder being Image Masonry Ltd. in the amount of $373,000.00 plus HST; and
That Council approves $30,000.00 for engineering design and construction administration costs; and
That Council approves $37,000.00 for contingency allowance for the entire project as outlined above, for a total project cost of $440,000.00 excluding HST.

Recommendation:
That Council approves the award of Tender PW-13-2025, Grit Tank #2 Repairs, to the lowest bidder being Image Masonry Ltd. in the amount of $373,000.00 plus HST; and
That Council approves $30,000.00 for engineering design and construction administration costs; and

Discussion:
The tender was prepared and advertised in a local paper, on our website and social media pages. Six (6) general contractors picked up tender documents and one (1) bid was received on the closing date of June 17, 2025, at 10:00 a.m.
Contractor and Tender Price (excluding HST):
Image Masonry Ltd. - $373,000.00
Financial Implication:
The estimated construction budget for this project was $300,000.00, excluding HST, and has been included in the approved 2025 budget. Image Masonry’s bid of $373,000.00 is over budget by 24%.
Staff, from the Public Works Department and Ontario Clean Water Agency (OCWA), has met and found a financial solution to proceed with this project by adjusting the 2025 Wastewater Budget as follows:
Staff proposes delaying the SBR Blower upgrade and reducing that budget from $240,000.00 to $100,000.00. Brad Sweet (OCWA Senior Operations Manager) will proceed with purchasing one (1) spare SBR Blower but will hold off on upgrading all five (5) SBR Blowers as proposed in the 2025 budget until the Net Zero project is fully implemented. The implementation of the Net Zero project will affect the SBR Blower upgrade integration, so holding off on this project makes prudent sense.
The completion of repairs to Grit Tank #2 is a priority and this project was deferred in 2024 due to budget constraints. Moving forward with the grit tank refurbishment will complete the rehabilitation of these critical infrastructure pieces and ensure the wastewater plant functions safely and efficiently for many years to come.
