At its meeting of June 16, 2025 Council of the Corporation of the Town of Petawawa awarded Tender PW-12-2025 as follows:

That Council approves the award of Tender PW-12-2025, Pinehurst Estates Sanitary Sewer Replacement, to the lowest bidder being McCrea Excavating Ltd. in the amount of $364,586.50 plus HST; and

That Council approves $55,000.00 for engineering support for design, tendering, and contract administration; and

That Council approves $150,000.00 for project contingency allowance, for a total project cost of $569,586.50 plus HST.

Recommendation:
That Council approves the award of Tender PW-12-2025, Pinehurst Estates Sanitary Sewer Replacement, to the lowest bidder being McCrea Excavating Ltd. in the amount of $364,586.50 plus HST; and

That Council approves $55,000.00 for engineering support for design, tendering, and contract administration; and

That Council approves $150,000.00 for project contingency allowance, for a total project cost of $569,586.50 plus HST.

Discussion:
The tender was prepared and advertised in a local paper, on our website and social media pages. Eleven (11) general contractors picked up tender documents and five (5) bids were received on the closing date of June 10, 2025 at 10:00 a.m.

McCrea Excavating Ltd. - $364,586.50
Do-All Construction - $370,612.00
G.P. Splinter Forest Products Inc. - $426,175.00
Bonnechere Excavating Inc. - $444,057.53
Merol Constructors Ltd. - $479,134.48

Financial Implication:
The estimated construction budget for this project was $682,650.00 with $498,335.00 coming from a successful Housing-Enabling Water Systems Fund (HEWSF) grant and $184,316.00 coming from wastewater user fees.

The construction cost for this project including engineering services and contingency allowance is $569,586.50.

The HEWSF funding formula involves a cost-sharing arrangement between the province and municipalities for eligible water and wastewater infrastructure projects. The province provides a maximum of 73% of the project’s eligible costs. Total eligible costs include construction costs and engineering support services for design and construction administration. Municipalities are responsible for the remaining total project cost.
