The Council approves the award of Tender PW-02-2025, Petawawa Municipal Building Interior Renovations, to the lowest bidder being Thomas Cavanagh Construction Ltd. in the amount of $269,900.00 plus HST; and
That Council approves a 30% contingency allowance in the amount of $80,970.00 on top of the tender award amount.

Recommendation:
That Council approves the award of Tender PW-02-2025, Petawawa Municipal Building Interior Renovations, to the lowest bidder being Thomas Cavanagh Construction Ltd. in the amount of $269,900.00 plus HST; and
That Council approves a 30% contingency allowance in the amount of $80,970.00 on top of the tender award amount.
Discussion:
The tender was prepared and advertised in a local paper, on our website and social media pages. Eight (8) general contractors attended the non-mandatory site visit on April 17, 2025. Twenty (20) firms requested tender packages and three (3) firms submitted complete tender packages on the closing date of April 29, 2025 at 10:00 a.m.
Contractor and Tender Price (excluding HST):
Thomas Cavanagh Construction Ltd. - $269,900.00
Wade General Contracting Ltd. - $292,600.00
William Sons - $294,000.00
Financial Implication:
The estimated construction budget for this project was $460,000.00, excluding HST, and has been included in the approved 2025 budget.
Staff is requesting a 30% contingency allowance in the amount of $80,970.00 to be used in the event of any material/labour cost overruns experienced during the term of construction.
