Recommendation:
That Council approves the award of RFQ PW-15-2025, Guiderail Repairs – Eichstaedt Road and Black Bay Road, to the lowest bidder being Borall Fence & Guide Rail Contractors Ltd. in the amount of $111,095.00 plus HST.
Discussion:
The request for quotation (RFQ) was prepared and advertised on our website and social media pages. Eight (8) firms requested quotation packages and two (2) firms submitted complete quotations on the closing date of July 15, 2025 at 10:00 a.m.
This quotation involves the removal of existing cable guiderail systems (approximately 288 metres), supply and installation of new steel beam guiderail systems (approximately 240 metres), replacement of damaged posts etc. on both Eichstaedt Road and Black Bay Road.
These repairs are necessary due to the current condition of the wooden cable system guiderail and the widening of the road platform resulting in the need to remove the current guiderails. These conditions provide the opportunity to replace and upgrade the guiderail systems on both Black Bay Road and Eichstaedt Road.
Contractors and Tender Price (excluding HST):
Borall Fence & Guide Rail Contractors Ltd. - $111,095.00
Hughson Fencing & Guiderail (535276 Ontario Inc.) - $116,750.00
Financial Implication:
In accordance with the Town’s Procurement Policy, Council approval to award this RFQ is required as this bid exceeds the monetary threshold of $100,000.
The Public Works Department is requesting permission from Council to allocate $80,000.00 from the 2024 OCIF grant reserve amount of $107,861.00, to cover the costs to replace the guiderail systems and upgrade to a modern steel post guiderail system. The Acting Treasurer has confirmed the $80,000.00 is available to allocate to this project.
The remaining $31,095.00 of the $111,095.00 bid amount, was already allocated in the approved 2025 budget for the Eichstaedt Road rehabilitation project.
