Recommendation:
That Tender PW-07-2023, for the Rehabilitation of Wolfe Avenue, be cancelled due to bids being higher than anticipated and well above the project construction budget of $575,000.00.

Discussion:
The tender was prepared and advertised in a local paper and on our website. Eight (8) firms requested tender packages and three (3) firms submitted complete tender packages on the closing date of April 18, 2023, at 10:00 a.m.

Contractor and Tender Price (excluding HST):
H & H Construction Inc. - $977,121.12
JWK Contracting - $1,196,822.68
RGT Clouthier Construction Ltd. - $1,153,935.00

Financial Implication:
The estimated budget for this project is $703,034.00 including contract administration fees; $575,000.00 of the budgeted amount is directly allocated for road construction. The lowest tendered amount is approximately $402,121.12 over budget.

During 2023 budget deliberations, Council allocated the $568,788.00 Canada Community-Building Fund (CCBF) grant towards the Wolfe Avenue reconstruction.

It is the recommendation of staff to cancel this tender and re-evaluate the project for 2024. Staff further recommends the CCBF grant amount be placed into reserves and be allocated towards the Wolfe Avenue reconstruction project in 2024 or another road construction project as directed by Council.

The remaining $134,246.00 (difference between the budget and the CCBF grant amount) will be allocated to any expenses experienced to-date for the Wolfe Avenue reconstruction project (approximately $35,500.00), with the balance to be allocated to Black Bay Road and/or Florence Street reconstruction projects.

It should be noted prices for projects across the county and other municipalities have increased substantially. Work is underway to review all options going forward for the next fiscal year.
