At its meeting of April 17, 2023 Council of the Corporation of the Town of Petawawa approved the Council-In-Committee recommendation to award Tender PW-05-2023 as follows:

That Council approves the award of Tender PW-05-2023, for the Reconstruction of Hilda Street and Lisa Crescent to Bonnechere Excavating Inc. in the amount of $3,682,479.41+ HST;

And that staff is authorized to negotiate on behalf of Council, with the successful tenderer to reduce the scope of work through a change order to remain fiscally responsible to our ratepayers.

Recommendation:

Discussion:
The tender was prepared and advertised in a local paper and on our website. Seven (7) firms requested tender packages and four (4) firms submitted complete tender packages on the closing date of March 21, 2023 at 10:00 a.m.

Contractor and Tender Price (excluding HST):
Bonnechere Excavating Inc. - $3,682,479.41
H & H Construction Inc. - $3,843.425.95
McCrea Excavating Ltd. - $4,099,363.63
RGT Clouthier Construction Ltd. - $4,657,540.00

Financial Implication:
The estimated budget for this project was $2,772,000. The tendered amount is approximately $910,000 over the pre-bid estimate.

Following tender award, further discussions with the successful tenderer will occur with the intent to reduce the scope of work under a change order as described by the Jp2g tender report to a possible value of $425,000. Other cost over-runs in water and sewer can be drawn from water and sewer reserves to a confirmed value of $325,000. The balance can be absorbed through an additional scope change and in-house work for the Florence Street and Black Bay Road projects.

Council has already allocated $1,030,433 from the Ontario Community Infrastructure Fund (OCIF) grant towards this project.

It should be noted prices for projects across the County and other municipalities have increased substantially. Work is underway to review all options going forward for the next fiscal year.
