At its meeting of June 16, 2025 Council of the Corporation of the Town of Petawawa approved the Council-In-Committee recommendation to award Tender PW-11-2025 as follows:

That Council approves $115,000.00 for the construction of up to four courts for a Pickle Ball facility; and
That Council approves $82,000.00 for project design alterations, engineering support, and contract administration for the Civic Centre Parking Lot Upgrades Phase 1, including the scope change to construct a Pickle Ball facility; and
That Council approves $50,000.00 for contingency allowance for the entire project as outlined above, for a total project cost of $848,815.35 excluding HST.

Discussion:
The tender was prepared and advertised in a local paper, on our website and social media pages. Fifteen (15) general contractors picked up tender documents and seven (7) were received on the closing date of June 3, 2025 at 10:00 a.m.

On June 3rd Town staff learned that two grant funding applications were unsuccessful. These grant applications were for ball field lighting upgrades and for a rubberized running track. The denial of these grant applications allows staff to pivot and pursue an opportunity to add to the project scope for the Civic Centre Parking Lot Upgrade Phase 1 and install a pickle ball facility adjacent to the current tennis courts.
The pickle ball facility will consist of three pickle ball courts, and construction will consist of full excavation, granular bedding, fencing, paving, specialty court sealing/line painting, and additional lighting.
Financial Implication:
The estimated construction budget for this project was $650,000.00, excluding HST, and has been included in the approved 2025 budget. JWK Contracting bid of $601,815.35 is within budget.
The construction cost estimate for the Pickle Ball Facility is $115,000.00.
Engineering costs for design, tendering, and contract administration are $82,000.00.
Staff are requesting a contingency of $50,000 for the entire project.
The total project cost of $848,815.35 excluding HST will be funded through the approved budget of $650,000.00 plus a reallocation of $198,815.35 from the Civic Centre/Parks reserves. The Finance Department has reviewed this request for reserve funds and can support the request due to the two unsuccessful grant funding applications.
